Hi there - seeing the same issue with Quell Reflect in the UK (Apple) app store. I was able to purchase Quell satisfactorily, though.

(edit) Tried purchasing Quell Reflect both through an iPhone 4 and iTunes. I bought Quell through iTunes; I didn't get the opportunity to test buying it via the iPhone.
